Governor Committees

Governors are involved in all decision making – from very small matters to very important ones.

All decisions directly affect not just the smooth running of the school, but also its development. New initiatives are often discussed and planned for by governors. In this way, the governing body is crucial to Evelyn being the dynamic organisation which it has become.

 

Being a governor at Evelyn CP School:

Terms of Reference - Resource Committee

General Terms

  • To act on matters delegated by the full governing body
  • To liaise and consult with other committees where necessary
  • To contribute to the School Improvement Plan
  • To consider safeguarding and equalities implications when undertaking all committee functions
  • To be responsible for all matters concerning the employment of staff
  • Consulting with the headteacher to ensure proper allocation and management of funds delegated to the school
  • Update the schools’ recruitment and selection policy

 

Quorum

  • Not less than 50% of the governor committee, minimum of 3 committee members

 

Meetings

  • Meetings held every other month – usually October, December, February, May and July

Delegated powers

  • Prepare Appraisal policy for approval by the Governing body
  • Ensure the implementation of the Appraisal policy
  • Carry out all procedures for the appointment of new teaching staff, site manager and school administrator (except for the appointment of the headteacher and deputy headteacher)
  • Delegate to the headteacher and one other committee member the appointment of all non teaching staff.  Draw up for approval by the Governing body all personnel policy documents required;  equal opportunities, conditions of service, leave of absence, supply cover, professional development, INSET, induction.  (Other policies, eg. Directed Time, procedure for reviewing job descriptions and appraisal, will be drawn up by the headteacher for approval by the committee).  Delegate to the headteacher, all provision of supply cover of under one term’s duration
  • Setting up of Staff Appeals Committee
  • To consult as required with all staff or with recognised trade unions
  • Preparation of the school Pay Policy and Conditions of Service, to include staffing policy, appointments, promotions, reviews of staff salaries for approval by the Governing body. 
  • Ensure implementation of the Pay Policy.   Ratify recommendations made by the Pay Committee regarding annual reviews of pay for staff
  • In conjunction with the headteacher, draw up a staffing structure (teaching and non-teaching staff, posts, responsibilities etc) and review annually
  • Review grievance and disciplinary rules for staff, including appeals policy, to ensure steps are taken to make known such procedures to members of the staff of the school

Financial policy and planning

  • Ensure the financial regulations for the school approved by the Governing body are implemented
  • Ensure the SFVS is met and adhered to
  • Prepare provision school budget before 31st March each year
  • When notification is received of the annual allocation of delegated funds,  agree and approve the final budget for presenting to the Governing Body at the May full meeting, for submission to the L.A.
  • Exercise virement between budget headings for amounts over those delegated to the headteacher by the school’s financial procedures.  Such amounts shall not exceed £5,000; whichever is the less, of the budget heading concerned, without prior approval of the Governing body
  • Ensure that appropriate repayments from lettings are credited to the school budget
  • Refuse to allow spending to excess the grand total of the annual budget and to report to the Governing body if there is a possibility of an overspend
  • Ensure Pupil Premium and Sports Premium expenditure is deployed and monitored appropriately
  • To receive and, where appropriate, respond to periodic audits of delegated funds
  • Ensure an annual audit of any accounts held in the school name takes place and present to the Governing Body in accordance with school’s Financial Procedures
  • Respond on behalf of the Governing body to any consultations by the L.A.
  • Where necessary, call a special meeting of the Governing body

Financial Monitoring

  • Monitor the income and expenditure throughout the year, of all delegated and devolved funds, against the annual budget plan
  • Receive at least termly budget monitoring reports from the headteacher
  • Report back to each meeting of the full Governing body, and alert them of potential problems or significant anomalies at an early date
  • Liaise with members of other committees and provide them with information required to perform their duties
  • Approve any budgetary adjustments
  • To review and complete the annual SFVS
  • To receive and act upon any issues identified by a Local Authority audit

 

Terms of Reference – Premises Committee

General Qualities required

  • To have the ability to work as a team
  • An ability to plan for the future
  • An interest in the fabric of the school building
  • An interest in Health and Safety matters
  • Objectivity
  • An ability to make decisions

 

Quorum

  • Not less than 50% of the governor committee, minimum of 3 committee members, plus the headteacher
  • The committee may have such co-opted non-voting members, as the Governing body shall appoint.  The committee may make recommendations for these appointments

 

Meetings

  • Meetings held twice a year – usually February and June, during usual school hours

Terms of reference

The Premises committee is responsible to the Governing body for;

  • Development and safety of the school site and property
  • Execution of all building projects
  • Development of a formal maintenance programme
  • Provision of support services, including telephone, security and cleaning
  • Provision and maintenance of furniture and equipment
  • Maintenance of Health and Safety manual
  • Determining the use of school premises outside school hours, including advice to the Governing body on a possible Charging Policy, which must be determined by the Governing body
  • Oversee the school’s asset management plan
  • Monitor accident reports and fire drills
  • Review school Health and Safety policy and keep under review new health and safety workplace policy for staff, visitors and pupils
  • Report to full governor meetings any areas of concern under previous points
  • Examine safety inspection reports and make recommendations where remedial action is required
  • To receive reports from the health and safety sub committee and take appropriate action

 

Delegated powers

  • Monitor maintenance and upkeep of the school premises and grounds in liaison with the Resource committee
  • Encourage the use of the school by the wider community
  • Inspect the premises and grounds regularly, and prepare a statement of priorities for the School Development Plan
  • Ensure responsibilities of the Governing body regarding litter are discharged (Environmental Protection Act 1990)
  • Make a regular audit of risk assessment
  • Advise the Governing body with regard to its compliance with health and safety regulations
  • Acceptance of all tenders and quotations in the final section of contracts for repair, maintenance and building projects, within the specified budget and the tender limits set out in the school’s Financial Procedures
  • Appointment of architects, surveyors advisors for capital projects in line with strategic plans and in response to emergencies

Matters that cannot be delegated

  • Approval of school premises where changes to the premises require DCSF approval under proposals in respect of a significant enlargement of the premises, or a transfer of the school to a new site

 

Terms of Reference – Pay Committee

General Qualities required

  • Ability to work as part of a team
  • An ability to plan for the future
  • Objectivity
  • Ability to plan within the overall context of financial regulations, and within the school’s resources

 

Quorum

  • Not less than 50% of the governor committee, minimum of 3 committee members, including the headteacher
  • The committee may have such co-opted non-voting members, as the Governing body shall appoint.  The committee may make recommendations for these appointments

 

Meetings

  • Committee to meet annually – usually October. 
  • Additional meetings to be arranged as required by the headteacher or prevailing circumstances, ensuring the required 7 days notice is given

Terms of reference

The Pay committee is responsible to the Governing body for;

  • Making recommendations regarding Honorarium awards
  • Keeping under review and making recommendations, regarding applications for upper threshold pay and headteacher recommendations for AST pay awards

 

Delegated powers

  • To make decisions regarding all matters of pay having due regard to the financial regulations and school’s resources.  These decisions to be ratified by the Full Governing body.
  • To give feedback to staff once decisions have been ratified by Full Governing body

Matters that cannot be delegated

  • Decisions on headteacher’s and deputy headteacher’s pay

 

Terms of Reference – Standards & Quality Committee

General Qualities required

  • An interest in the curriculum
  • A desire to read about current initiatives
  • Ability to work as part of a team

 

Quorum

  • Three members of the committee including the headteacher, or his/her appointed representative

 

Meetings

  • Group comprising a minimum of 3 governors plus the headteacher. 
  • The committee may have such co-opted non-voting members, as the Governing body shall appoint
  • The committee may make recommendations for these appointments
  • Meetings held three times a year – usually November, January and April, during school hours
  •  

Terms of reference

The Standards and Quality committee is responsible to the Governing body to;

  • Work with identified members of staff to prepare drafts for approval by the Governing body of the following documents -  school mission statement, aspects of School Improvement Plan, Policy statements for each curriculum area, curricular aims and review documents regularly
  • Prepare the School Prospectus for approval by the Governing body
  • Review National Curriculum Assessments and present report to the Governing body
  • Ensure the requirements of vulnerable groups of children are met
  • Provide information regarding how the curriculum is delivered, resourced and evaluated
  • Make recommendations to the Resource Committee on resource levels for curriculum implementation
  • Recommend Key Stage Pupil targets
  • Track cohorts of students
  • Support the implementation of ARCS curriculum

 

Matters that cannot be delegated

  • Duty of the Governing body to control the curriculum
  • To create a policy on collective worship and duty to ensure that pupils take part in daily collective worship and receive religious instruction
  • Duty of the Governing body to implement the National Curriculum
  • Duty to ensure a broad and balanced curriculum
  • Duty to provide for the secular curriculum and its compatibility with the National Curriculum
  • Duty to prohibit political indoctrination and securing of balanced treatment of political issues
  • Duty to consider the nature of its obligations on sex education
  • Duty to consider the L.A.’s Curriculum statement
  • Approval of the School Prospectus

 

Terms of Reference – Admissions Committee

General Qualities required

  • Ability to work as part of a team
  • An ability to plan for the future

 

Quorum

  • A minimum of three members, consisting of the headteacher and at least two other governors.  Nobody who is a non-governor may be a member of the committee
  • Committees usually meet twice yearly – November and March, usually during school hours

 

Meetings

  • Meetings held twice a year – usually February and June, during usual school hours

Terms of reference

The Admissions committee is responsible to the Governing body for;

  • Preparation and annual review of the school Admissions Policy, including criteria, to be presented to the Full Governing meeting for approval
  • Ensure procedures regarding entry onto and maintenance of the school waiting list are carried out
  • Consideration of the promotion of the school in such a way as to attract more pupils, should the projected number of admissions fall significantly below planned admissions limit
  • Review planned admission limits
  • Ensure L.A. admissions procedure/programme is adhered to

 

Delegated powers

  • Approval of the Admissions policy (to be offered to Full Governors at first meeting following approval)

 

Matters that cannot be delegated

  • Determining admission arrangements
  • Objecting to the admission of another admissions authority
  • Fixing of admission numbers and variation of standard numbers
